Dr. Sheats influenced the field of adult education from the 1930's
through the 1960's as a writer, administrator, educator, researcher, and leader
in adult education organizations. His
primary goals for adult education addressed the necessity for citizen awareness
of the meaning and definition of political and social structures. He also promoted the value of citizen
interaction and communication regarding the effectiveness of any
community. He believed that in a free
society intent upon remaining free, lifelong learning must be embraced as a
major instrument through which the process of self-government can be maintained.
